Project Description
Epsilon Systems Solutions, Inc. provides the City of Virginia Beach Police Department with a Digital Video Management System (DVMS). The DVMS project includes the design, manufacture, installation, training and maintenance of a comprehensive turn-key system that includes Pelco’s Endura TM state-of-the-art electronic surveillance equipment and software. The system design is IP based and includes a combination of Proxim wireless and fiber-optic data transmission methods. The system was designed to absorb 13 of the city’s existing pan-tilt-zoom (PTZ) cameras and 11new Pelco PTZ cameras with a robust scalable capacity to expand to multitudes of additional future cameras.
The live streaming video is processed in a dedicated headend at one of the Police Department’s Precincts. The Video Command and Control Center utilizes two Pelco Work Stations for viewing on two 42 inch and four 19 inch LCD monitors. The system can simultaneously record, playback and display video, plus print images (with operator comments and time stamp). The system is used as an effective force multiplier to perform functions including:
- Eye-in-the-sky support for first responders pursuing suspects
- Video and photographic evidence for trial
- Finding missing children at the oceanfront during peak tourist seasons
- Monitoring of traffic to predict developing problems and applying police support more quickly
- Monitoring crowds and directing police support at the oceanfront during special events
The DVMS system is being conducted in phases. Future capabilities will include remote video access to the City’s Emergency Operations Center, replacement of aging legacy equipment and expansion of the city-wide camera system. It is one of the first successful wireless deployments of Pelco’s Endure Video Management System, and has been visited by DHS and city officials from as far away as Charleston, WV. |
